• Added capability to run Polaris incremental analysis (LCA) scans on SCM changesets

Known issue

• The analysis tools download fails if tools are not pre-installed.

  To install and use the Polaris ADO extension for incremental analysis, you must pre-install the analysis tools on a self-hosted agent and set the POLARIS_HOME environment variable to the location where the agent expects the tools to be installed.

  This pre-installation of tools is not possible on Microsoft hosted agents (ephemeral agents), which precludes running incremental analysis on ephemeral agents. (POL-12393)
